This iPhone message means the device is network-locked to a carrier. A locked device cannot install any eSIM, from any provider.

How to Fix It
Only your original carrier can unlock the device. Contact them and ask for a network unlock. Phones bought outright or second-hand are often still locked from a previous contract.
If the phone was unlocked recently: some carriers disable eSIM support for a security period after unlocking. Ask them to lift that restriction specifically — the phone can be unlocked for physical SIMs while eSIM remains blocked.
