Roaming into Albania from the EU or the US
Albania is not part of the EU, so the roam-like-at-home rule that lets an Italian or German plan work at domestic prices stops at the Greek border. What exists instead is a voluntary deal: under the 2022 EU–Western Balkans roaming declaration, each signatory operator committed to offer at least one product in which 1 GB of data used while roaming costs under €18 from October 2023, under €14 in 2026 and under €9 in 2028, as the Regional Cooperation Council explains. US carriers treat Albania as an ordinary international destination, with day passes or pay-per-use rates. For a week on the Riviera, those add up quickly, which is why most visitors from outside Europe arrive with a travel eSIM or buy a local SIM in Tirana.
Vodafone or One Albania: buying a SIM in Tirana
The two operators you will see everywhere are Vodafone Albania and One Albania, with stores along the main streets of Tirana, Durres, Vlore and Saranda. Vodafone Albania sells a dedicated tourist pack, in both physical SIM and eSIM form, and One has its own prepaid offers. Take your passport: stores usually ask for it to register a prepaid line.
A local SIM gives you something an eSIM from Simsima does not: an Albanian phone number. It also comes with a regional bonus. Since July 2021 the six Western Balkan countries have formed a roaming-free zone, so an Albanian SIM keeps working at home prices in Kosovo, North Macedonia and Montenegro, according to the European Commission. Theth, Valbona and the Riviera: where the signal holds
The coast is the easy part. The SH8 road over the Llogara Pass to Dhermi, Himare and Saranda stays connected for most of its length, and Ksamil, Butrint and the ferry port in Saranda all have 4G. Berat and Gjirokaster, both UNESCO-listed, are well covered in town.
The north is different. On the Theth to Valbona trail through the Accursed Mountains, you lose service for long stretches between the two villages, and guesthouses in Theth often rely on their own Wi-Fi. Data for ten days from Tirana to Ksamil
A typical first trip runs Tirana (two nights), Berat (one), Gjirokaster (one), then a week split between Himare, Saranda and Ksamil. Maps for the bus and furgon connections, WhatsApp with guesthouse hosts, and a daily round of photos and social media use roughly 300 to 500 MB a day.
